Four documents, and they answer different questions. The Terms of Use govern what you may do with socials.download and what you are asserting when you download something. The Privacy Policy covers data: what is collected, which processors see it, how long it is kept, and the rights you can exercise over it. The DMCA procedure is for rightsholders who need something removed. The Compliance Policy describes how lawful process and takedown requests are handled.
Two things are worth knowing before you read any of them. First, socials.download only reaches publicly visible media — it does not sign in on your behalf and does not get past private accounts, paywalls, or login walls, so nothing in these documents should be read as permission to obtain content that is not public. Second, the free tier has no accounts: the sections about billing, audit logs, and retained case archives describe the paid framework, which is not live. Each document marks which of its provisions are live today and which are planned.
Deciding whether a particular download is lawful is your call, not ours. The Terms set out the authorization you assert by using the service, and that assertion is yours to stand behind.
